Digital monitoring uses the SBM-G Portal/Dashboard plus the mSBM (IHHL geo-tagging) and SBM2.0 (SLWM asset geo-tagging) mobile apps across 34 States/UTs; up to 5% of project funds may go to IEC/capacity-building (2% Centre, 3% State/District).
ODF Plus is a graded (not binary) benchmark: a village first needs EITHER solid OR liquid waste management to be 'Aspiring', BOTH to become 'Rising', and both PLUS visual cleanliness (no litter, no stagnant wastewater, no plastic dumping) and active IEC messaging to reach 'Model' — the highest tier. This tiered structure lets the programme track incremental progress rather than a simple pass/fail.
