DoT and the Government of Madhya Pradesh signed an MoU for India's first integrated Telecom Manufacturing Zone (TMZ) — a 350-acre plug-and-play cluster in Gwalior — via an SPV with 51% Madhya Pradesh equity and 49% DoT equity; the Centre funds 100% of Phase-I core infrastructure (₹493 crore).
Madhya Pradesh is providing ~170 acres of land free of cost (combined value ~₹596 crore) plus fiscal incentives: 50% capital subsidy (capped ₹200 crore), employment assistance of ₹5,000/month/employee for 5 years, and a 50% export freight subsidy.
Initial commitments stand at ~₹3,500-5,000 crore (Phase-I) against a projected ₹12,000-15,000 crore total investment and ~14,000 direct jobs; anchor investors include Dixon Technologies, HFCL, Tejas Networks, VVDN and Syrma SGS, with synergies planned with ISM, ECMS and the Telecom Technology Development Fund.
