The Ministry of Environment, Forest and Climate Change launched the Tigers Outside Tiger Reserves (TOTR) Initiative to manage tigers dispersing into human-dominated landscapes beyond notified reserves.
As per NTCA, nearly 35-40% of India's tigers now live outside Tiger Reserves, driven by India's tiger population rising from 1,411 (2006) to 3,682 (2022).
TOTR is being piloted in 40 forest divisions across nine states — Uttarakhand, UP, Rajasthan, MP, Maharashtra, Karnataka, Tamil Nadu, Telangana, and Assam.
The initiative uses camera traps, GPS-enabled monitoring, drones, and AI for surveillance and rapid-response conflict management, combined with community engagement.
