Under the NITI Aayog Guidelines of 2017 for the Development Action Plan for Scheduled Castes, 38 Ministries and Departments earmark funds across schemes for Scheduled Caste welfare.
DAPSC was earlier known as the Scheduled Caste Sub-Plan, and the earmarked allocations are reflected in Statement 10A of the Expenditure Profile of the Union Budget.
Actual expenditure remained below Revised Estimates in every year from 2020-21 to 2025-26, with utilisation ranging between 81.61% and 93.83%.
A Central share of ₹1,178.20 crore was released to Karnataka under the Post-Matric Scholarship Scheme for SC students over three financial years.

DAPSC does not create a separate ministry or a separate scheme for Scheduled Castes. Instead, each of 38 obligated Ministries and Departments must set aside a portion of its own scheme budgets for the socio-economic development of Scheduled Castes, and those earmarked allocations appear together in Statement 10A of the Expenditure Profile of the Union Budget. The design assumes SC welfare is best pursued through mainstream schemes — agriculture, health, education, skills — rather than in a silo. Its recurring weakness is visible in the utilisation figures: because many of these schemes are general in nature, attributing a share of them to SC beneficiaries is an accounting exercise as much as a targeting one, and the Government itself notes that the general nature of some schemes means funds are not fully utilised in certain cases.
Simple Analogy: It is less a separate purse than a rule that every department must reserve a share of its own budget and account for it separately — which works only if the spending is genuinely traceable to the intended group.
