It is a World Bank-assisted central scheme implemented in seven states — Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh — and complements JJM on the supply side by protecting the source rather than the tap.
Eliminate open defecation and manage solid and liquid waste in rural India
Key: The other flagship of the Department of Drinking Water and Sanitation. It is the natural partner of JJM because greywater management — the wastewater a tap connection generates — falls under SBM-G while the tap itself falls under JJM.
Verify, through the community itself, that every household in a village actually has a working tap connection
Key: A village is declared Har Ghar Jal when its Gram Sabha confirms that all households, along with schools, Anganwadi centres and public institutions, have functional tap water connections — making it a community-attested outcome rather than a departmental claim. 2.04 lakh villages have been so certified.

Created in 2019 by merging the erstwhile Ministry of Water Resources, River Development and Ganga Rejuvenation with the Ministry of Drinking Water and Sanitation, bringing water supply, sanitation and water resources under one ministry.
The sub-committee of the Gram Panchayat responsible for planning, implementing, operating and maintaining the village water supply system. Earlier rural water programmes counted coverage at the habitation level — a habitation was 'covered' if a public source existed within a stipulated distance, whether or not a given household drew water from it or whether the source worked year-round. JJM changed the unit of measurement to the household and attached three conditions to it: a specified quantity (55 litres per capita per day), a specified quality (conforming to BIS:10500, India's drinking water standard) and regularity over the long term. That is what 'functional' encodes, and it is why JJM 2.0 talks about service delivery and functionality rather than connections built. A tap that exists but runs dry in summer, or delivers water failing the BIS standard, does not meet the definition — which also explains the emphasis on source sustainability through recharge, rainwater harvesting and greywater management, and on community water-quality testing using Field Testing Kits.
Simple Analogy: Counting habitations covered is like counting houses with a wire running past them; counting functional tap connections is like counting houses where the light actually comes on when you flick the switch.
SDG 6 commits countries to universal and equitable access to safe and affordable drinking water for all — JJM is India's principal instrument for the rural half of that target.
