India's community health data has historically been collected on paper by ASHAs and ANMs, then re-entered into multiple vertical programme portals - the same household recorded many times over for maternal health, immunisation, non-communicable diseases and surveys. SAMASTA attacks that duplication at source: one mobile entry point, a single trimmed set of 134 data points, and identity resolution through family IDs, Aadhaar-based verification and ABHA. Offline capability matters because much of the workload is in habitations where mobile data is unreliable, and a system that demands connectivity at the doorstep simply pushes workers back to paper. The initiative builds on an announcement in Karnataka's 2026-27 Budget to digitise records maintained by field-level health staff.

For governance questions, the interesting claim is not the app but the reduction from 485 fields to 134. Frontline data burden is a well-documented reason for poor data quality: when a worker must fill dozens of registers, entries become approximations. Cutting the fields and digitising once has a measurable effect on both worker time and data reliability. The Udupi pilot numbers - 95% registration and 85% check-up completion - are the kind of pilot-to-scale evidence that state governments are expected to produce before a phased rollout, and the ABHA linkage means the records are portable beyond Karnataka's own system.
