The artisan economy - the carpenter, the potter, the cobbler, the blacksmith working with hand tools in a family trade - sits between agriculture and organised industry, and India's enterprise schemes historically missed it. These workers rarely have registration, collateral or formal accounts, so they borrow from informal lenders at high rates, buy tools they cannot afford to replace, and sell through intermediaries who take most of the margin. PM Vishwakarma addresses that chain at four points at once: it registers the artisan, retrains and re-equips them, lends without collateral at a subsidised rate, and connects them to markets. The scheme is implemented jointly by the Ministry of MSME with the Ministries of Skill Development and Entrepreneurship and Finance's Department of Financial Services, since it spans registration, training and credit.
