The Consultative Committee of Members of Parliament attached to the Ministry of Women and Child Development met at Kolkata, West Bengal, chaired by Union Minister Smt. Annpurna Devi, and reviewed three components of Mission Shakti: One Stop Centres, the Pradhan Mantri Matru Vandana Yojana and SANKALP: Hub for Empowerment of Women.
Of 1,033 One Stop Centres approved since the scheme began on 1 April 2015, 991 are functional and have assisted more than 15.20 lakh women; OSCs are funded from the Nirbhaya Fund.
PMMVY has disbursed more than Rs. 21,343 crore to more than 4.60 crore beneficiaries since it went pan-India on 1 January 2017.
SANKALP: Hub for Empowerment of Women, launched on 1 April 2022 under the Samarthya sub-scheme, is functional as 36 State HEWs and 765 District HEWs.
Funding differs by sub-scheme: Sambal components get 100% central assistance, while Samarthya components are shared 60:40 with States (90:10 for North Eastern and Special Category States, 100% central for UTs without legislature).
An integrated umbrella programme for women's safety, security and empowerment, aligned to the 15th Finance Commission cycle 2021-22 to 2025-26, with norms applicable from 1 April 2022.
Key: Restructures earlier stand-alone schemes into two sub-schemes - Sambal and Samarthya - each with its own funding pattern.
Integrated support under one roof to women affected by violence and women in distress; at least one centre in every district.
Key: Medical aid, free legal aid in collaboration with the District Legal Services Authority, police assistance through liaison officers, psycho-social counselling and temporary shelter of up to five days, extendable to 20 days. Located within or near government hospitals, with a dedicated 24x7 vehicle. Implemented since 1 April 2015 and funded from the Nirbhaya Fund.
Conditional cash maternity benefit to partly compensate wage loss and encourage ante-natal care, and to encourage a positive attitude towards the girl child.
Key: Rs. 5,000 for the first child in two instalments - Rs. 3,000 on registration of pregnancy with at least one ante-natal check-up, and Rs. 2,000 on registration of birth and completion of the first vaccination cycle. Rs. 6,000 for a second child if the child is a girl. Paid by DBT into the mother's Aadhaar-seeded bank or post office account. Successor to the Indira Gandhi Matritva Sahyog Yojana of 2010, and delivered as the maternity entitlement provided for in Section 4 of the National Food Security Act, 2013.
A single-window facility at national, State and district levels to bridge the information gap on women-related schemes and guide women to their entitlements.
Key: Launched 1 April 2022; also acts as the Project Monitoring Unit for Mission Shakti and runs Beti Bachao Beti Padhao activities at district level. 36 State HEWs and 765 District HEWs functional.
Prevent gender-biased sex selection and ensure the survival, protection and education of the girl child.
Key: Launched 22 January 2015 at Panipat, Haryana; began in 100 gender-critical districts and was later extended nationwide. A tri-ministerial effort of the Ministries of Women and Child Development, Health and Family Welfare, and Education.
Round-the-clock emergency and non-emergency response for women affected by violence.
Key: Operates on the short code 181 and links callers to police, hospitals and One Stop Centres.
Shelter for women in difficult circumstances, and safe accommodation for working women respectively.
Key: Shakti Sadan merges the earlier Swadhar Greh and Ujjwala schemes; Sakhi Niwas is the restructured Working Women Hostel scheme.
Day-care creche facilities so that women can take up paid work.
Key: The restructured National Creche Scheme, delivered largely through Anganwadi-cum-creche centres.
Promote institutional delivery among poor pregnant women and reduce maternal and neo-natal mortality.
Key: Launched 12 April 2005 under the National Rural Health Mission (now the National Health Mission); its cash assistance is what takes a first-time mother's total benefit to about Rs. 6,000 on average when combined with PMMVY.
Provides for maternity benefit to pregnant and lactating women; PMMVY is the scheme through which this entitlement is delivered.
The statutory maternity route for women in the organised sector, administered by the Ministry of Labour and Employment. The 2017 amendment raised paid maternity leave from 12 to 26 weeks and made a creche mandatory in establishments with 50 or more employees. PMMVY covers the far larger group beyond this Act's reach - informal and unorganised sector workers.
Creates the District Legal Services Authorities through which One Stop Centres deliver free legal aid to women in distress.
A non-lapsable corpus of Rs. 1,000 crore for women's safety, administered by the Department of Economic Affairs, Ministry of Finance. Proposals are appraised by an Empowered Committee chaired by the Secretary, Ministry of Women and Child Development. One Stop Centres are funded from it.
The Rs. 1,000 crore corpus announced in the 2013-14 Budget after the December 2012 Delhi gang rape is the money behind One Stop Centres; the Fund sits with the Department of Economic Affairs while the Ministry of Women and Child Development is the nodal ministry for expenditure from it.
All One Stop Centres have been integrated with the PM GatiShakti portal, an unusual use of a logistics-planning platform for social infrastructure mapping - alongside the Mission Shakti Dashboard, which geo-tags OSCs and enables State-wise and district-wise monitoring.
The 'Due List' initiative uses pregnant and lactating women already registered on the Poshan Tracker to push PMMVY to the doorstep through Anganwadi and ASHA workers, rather than waiting for women to apply.
These are ministry-wise committees of MPs from both Houses, constituted by the Ministry of Parliamentary Affairs, that meet informally to discuss a ministry's programmes. They are distinct from Departmentally Related Standing Committees, which are parliamentary committees that examine demands for grants and report to the House.
