The exercise is being held across several Egyptian air bases and combines classroom and flying phases. Before flying began, crews from both air forces held technical briefings on their own aircraft covering flight safety, airspace control and emergency procedures, which is the standard preliminary when two forces that do not share doctrine or equipment are about to operate in the same airspace. The announced training subjects include air combat tactics, air superiority operations and combat search and rescue, supported by practical force-employment drills. The stated purpose is to build common operational concepts and improve coordination between the two sides. The first flying day, on 23 August, was devoted to one-on-one air combat between the J-16 and the Rafale, and the PLA Air Force released cockpit footage of close-range manoeuvring on 24 August.

Two things give this exercise significance beyond a routine bilateral drill. The first is reach. Moving a fighter package with its refuelling and support aircraft over 6,000 kilometres to operate from another country's bases is a demonstration of expeditionary capability, and the ferry flight is as much the point of the deployment as the flying done after arrival, because sustaining combat aircraft far from home is the harder half of power projection. The second is the pairing of aircraft. Joint exercises give an air force controlled exposure to how another type flies, and a Chinese fighter training against the Rafale is of direct interest to India, which also operates the Rafale. Exercises of this kind are one of the few peacetime settings in which such exposure occurs, which is why the aircraft types involved, and not only the participating countries, are worth noting. For Egypt, hosting the drill continues a pattern of defence cooperation spread across multiple suppliers rather than concentrated with one, visible in the fact that French-built fighters flew against Chinese ones from Egyptian bases.
