The Directorate of Revenue Intelligence seized more than 18 kg of synthetic drugs in two intelligence-led operations on 25 August 2026 - about 14.9 kg of Amphetamine at Bengaluru and about 2.53 kg of Amphetamine plus 878 grams of MDMA tablets at Pune - and arrested four persons under the NDPS Act, 1985.
Both consignments moved by train from Delhi: one carrier was intercepted at KSR Bengaluru Railway Station travelling from New Delhi, the other at Pune Junction travelling from Hazrat Nizamuddin, with follow-up action in the Bengaluru case leading to two more arrests down the delivery chain.
Across a fortnight the DRI has seized around 150 kg of Amphetamine Type Stimulant drugs in five operations, including 76 kg of Methamphetamine tablets along the north-eastern frontier and 55.86 kg of Methamphetamine mixed into a maize/corn export consignment destined for Jeddah, Saudi Arabia.
Separately, the Central Bureau of Narcotics MP Unit seized 66,79,980 psychotropic tablets - Alprazolam, Tramadol, Nitrazepam and Clonazepam - on the Chandigarh-Baddi interstate route under Operation Vajra 2.0 on 27-28 August 2026, arresting one person and seizing the truck.
In calendar year 2026 the CBN has booked 197 cases, arrested 272 persons, busted 6 clandestine laboratories and seized about 51,000 kg of NDPS drugs along with 12,72,00,000 tablets and capsules of psychotropic medicines.
India's apex anti-smuggling intelligence, investigation and operations agency. It came into existence on 4 December 1957 and works against the smuggling of narcotics, gold, firearms, fake Indian currency notes, antiques and wildlife products, as well as trade-based money laundering and commercial fraud. It collects and analyses intelligence, investigates cases, and prosecutes those arrested.
A subordinate office of the Department of Revenue that regulates India's licit opium economy and enforces against diversion. It issues licences to farmers for opium poppy cultivation, supervises collection, and sends the opium to the Government Opium Factories at Ghazipur and Neemuch. Its enforcement wing runs operations such as Vajra 2.0 against diversion of psychotropic medicines.
India's nodal drug law enforcement and intelligence agency, created in March 1986 under Section 4(3) of the NDPS Act, 1985. It coordinates action among central and state agencies and represents India in international drug control fora. Note the contrast with DRI and CBN: NCB sits under Home Affairs, the other two under Finance.

The statute under which every seizure and arrest in these two operations was made. It came into force on 14 November 1985 and consolidates the law on narcotic drugs and psychotropic substances, covering manufacture, possession, sale, transport and consumption, and providing for forfeiture of property derived from illicit traffic. It has been amended four times - in 1988, 2001, 2014 and 2021. The 1988 amendment inserted Section 27A, covering the financing of illicit traffic and the harbouring of offenders. The 2001 amendment introduced the graded punishment structure that now decides sentencing, classifying seizures as small, intermediate or commercial quantity. The 2014 amendment eased restrictions on Essential Narcotic Drugs - morphine, fentanyl and methadone - to make them available for pain relief and palliative care.
Declared Tramadol a psychotropic substance under Section 3 of the NDPS Act. Tramadol is one of the four molecules in the CBN seizure, and this notification is why moving it without documentation is an NDPS offence rather than only a drugs-regulation lapse.
A Directive Principle of State Policy directing the State to raise the level of nutrition and standard of living and improve public health, and in particular to endeavour to bring about prohibition of the consumption, except for medicinal purposes, of intoxicating drinks and of drugs injurious to health. It is the constitutional anchor cited for India's drug-control policy, though as a DPSP it is not enforceable in a court.
The NDPS Act regulates two separate categories, and the difference is exactly what these two operations illustrate. A narcotic drug is broadly a plant-derived or opiate-type substance - opium, cannabis, coca and their derivatives. A psychotropic substance is a chemical that acts on the mind, listed in a schedule notified by the Government, and it includes both purely illicit synthetics and legitimate prescription medicines. Amphetamine Type Stimulants (ATS) are a family of synthetic stimulants comprising amphetamine, methamphetamine, methcathinone and the ecstasy-group substances such as MDMA (3,4-methylenedioxymethamphetamine) and its analogues. ATS have been the second most widely used class of illicit drug in the world after cannabis since the 1990s, and because they are made in laboratories rather than grown, their supply is not tied to any cultivating region - which is why enforcement against them targets clandestine labs and courier chains rather than fields. The CBN case is the other half of the problem: Alprazolam, Nitrazepam and Clonazepam are benzodiazepines and Tramadol is a synthetic opioid, all of them legitimate medicines that become NDPS contraband the moment they are diverted out of the licit pharmaceutical supply chain. Erasing batch numbers and expiry dates, as was found here, is what breaks the audit trail that would otherwise trace a consignment back to its manufacturer.
Simple Analogy: One trafficker smuggles a substance that was never legal anywhere; the other steals from the pharmacy shelf and rubs off the labels. The same Act catches both.
Launched in 2020 by the Ministry of Social Justice and Empowerment as a nationwide campaign against substance abuse, covering prevention, mass education and sensitisation, capacity building of service providers, partnership with educational institutions and expansion of treatment, rehabilitation and counselling facilities.
Key: It is the demand-reduction arm of India's drug policy and sits under a different ministry from the enforcement agencies - Social Justice and Empowerment, not Home or Finance. The CBN release explicitly frames its enforcement work as serving the NMBA and the goal of safe use of medicines.

Drug control in India is deliberately split: NCB under Home Affairs, DRI and CBN under Finance, Nasha Mukt Bharat Abhiyaan under Social Justice and Empowerment, and drug regulation under Health and Family Welfare through CDSCO. Questions frequently turn on which agency reports where.
Amphetamine-type stimulants are manufactured in clandestine laboratories rather than grown, which is why CBN's busting of six clandestine laboratories in 2026 matters more as an indicator than tonnage seized. It also connects to precursor chemical control under the NDPS Act.
The CBN case turned partly on the absence of invoices, bilty and E-way bills - the GST-era documentation trail. Tax administration infrastructure is doing enforcement work here, which is one reason a revenue ministry runs two of the three main agencies.
