The decision followed a high-level review meeting in New Delhi chaired by Union Home Minister Amit Shah.

The real stake is delimitation — Manipur's 60 Assembly seats still rest on the 1973 delimitation based on the 1971 Census.
The deferment was formalised on 5 September 2026, when the MHA amended its notification of 7 January 2026 to insert '(except the State of Manipur till further declaration)'.
