India and Canada held their annual Foreign Office Consultations on 2 September 2026 at Hyderabad House in New Delhi.
The Indian delegation was led by Ministry of External Affairs Secretary (East) Rudrendra Tandon and the Canadian delegation by Deputy Minister of Foreign Affairs Arun Thangaraj of Global Affairs Canada.
Both sides reaffirmed the target of concluding negotiations on a Comprehensive Economic Partnership Agreement by the end of 2026.
They retained the goal of more than doubling bilateral trade to 70 billion Canadian dollars, about Rs 4.65 lakh crore, by 2030, and India signalled readiness to open negotiations on a Bilateral Investment Treaty.
The consultations reviewed cooperation in energy and critical minerals, science and technology, education, security and defence, culture, people-to-people ties and consular matters.
Foreign Office Consultations are a standing, official-level dialogue between the foreign ministries of two countries, usually led on each side by a Secretary or Deputy Minister rather than by the Foreign Minister. Their function is to take stock of the whole relationship in one sitting - political, economic, security, educational and consular - identify what is stuck, and set the agenda for the ministerial and leader-level meetings that follow. Because they are held on a fixed cycle, they also serve as a channel that survives political turbulence: the machinery keeps meeting even when the relationship is strained, which is what makes an FOC a signal of normalisation when one resumes.
Simple Analogy: It is the standing officials' review that keeps a long relationship serviced between the occasional summit.

Canada holds significant reserves of lithium, nickel, cobalt and rare earths, while India needs secure supply for batteries, electronics and clean-energy manufacturing - which is why this sector now appears near the top of every bilateral agenda.
A CEPA covers trade in goods and services, investment and rules of origin. A Bilateral Investment Treaty is narrower and deals specifically with the protection and treatment of investors. India signalled willingness to negotiate both.
Canada hosts one of the largest Indian student populations abroad, which keeps consular and education cooperation a standing item on the FOC agenda.
