Dr. Vinaya Prakash Singh, a 1988-batch Indian Postal Service officer, was re-elected unopposed by acclamation as Secretary-General of the Asian-Pacific Postal Union at the 14th APPU Congress in Bangkok on 4 September 2026.
His second four-year term runs from January 2027 to December 2030; he first took charge in January 2023 after being elected at the 13th APPU Congress in 2022.
The APPU is a 32-member intergovernmental body headquartered in Bangkok and is a restricted (regional) union of the Universal Postal Union, the UN specialised agency for the postal sector.
