The Ministry of Cooperation has restored the CRCS-Sahara Refund Portal, restarting verification and refund processing for depositors of four Sahara Group cooperative societies.
Rs 9,267 crore has been refunded so far to 41,56,711 depositors, credited directly into Aadhaar-seeded bank accounts; about 20 lakh applications are still to be processed.
The refund mechanism runs under the Supreme Court's order of 29 March 2023 in W.P. No. 191/2022, and the portal itself was launched on 18 July 2023.
Processing had been disrupted after the societies' premises were sealed in November 2025 and their IT infrastructure, licences and annual maintenance contracts lapsed.
Depositors are advised to use only mocrefund.crcs.gov.in for fresh claims and mocresubmit.crcs.gov.in for rectifying errors in submitted claims.
The statutory authority that registers, regulates, supervises and liquidates multi-State cooperative societies, and here administers the Sahara refund. It is appointed under Section 4(1) of the Multi-State Co-operative Societies Act, 2002, read with Article 243ZH(f) of the Constitution.
Created in July 2021 as a separate ministry to provide an administrative, legal and policy framework for the cooperative movement and to deepen cooperatives as a people-based development model.
A statutory authority created by the MSCS (Amendment) Act, 2023 to conduct free, fair and timely elections in multi-State cooperative societies, supervise the preparation of electoral rolls and appoint returning officers.
Governs societies whose objects extend to more than one State and creates the office of the Central Registrar, under whom the Sahara societies and this refund process fall. It received Presidential assent on 3 July 2002.
Notified on 3 August 2023 to strengthen governance, transparency and accountability. It created the Cooperative Election Authority, provided for a Cooperative Ombudsman and a Cooperative Information Officer, and set up a Cooperative Rehabilitation, Reconstruction and Development Fund — financed by contributions of one per cent of net profit from profit-making multi-State societies — to revive sick ones.
Made the right to form cooperative societies a fundamental right under Article 19(1)(c), inserted Article 43B in the Directive Principles requiring the State to promote voluntary formation, autonomous functioning, democratic control and professional management of cooperatives, and added Part IXB on cooperative societies.
The Supreme Court struck down Part IXB insofar as it applied to cooperative societies within State legislative competence, leaving it operative for multi-State cooperatives — which is why the multi-State framework and the Central Registrar's authority over it survive intact.
