NCSC issues notice to Punjab Government, seeks report within five days

The National Commission for Scheduled Castes issued notices to the Chief Secretary and the Director General of Police, Government of Punjab, over the death of Gulzar Singh, a resident of Sangrur district.

The Commission ordered the inquiry in exercise of its powers under Article 338 of the Constitution and directed that the facts and an action-taken report be submitted within five days of receipt of the notice.

NCSC Chairman Shri Kishor Makwana announced that he would visit Sangrur on 10 September 2026 to examine the matter.

●The National Commission for Scheduled Castes (NCSC) is a constitutional body under Article 338; its nodal ministry is the Ministry of Social Justice & Empowerment.
●The 89th Constitutional Amendment Act, 2003 split the earlier joint commission into the NCSC (Article 338) and the National Commission for Scheduled Tribes under the new Article 338A, which was set up on 19 February 2004.
●Composition: a Chairperson, a Vice-Chairperson and three other members, appointed by the President; the present NCSC Chairman is Shri Kishor Makwana.
●While investigating a complaint the Commission has all the powers of a civil court trying a suit — summoning witnesses, requiring documents and receiving evidence on affidavits (Article 338(8)).
●It submits reports to the President, who causes them to be laid before each House of Parliament along with the action taken on the recommendations.
●In this case notices went to Punjab's Chief Secretary and Director General of Police, with a five-day deadline for a report.
