The Central Government approved a separate engineering cadre for the Delhi Public Works Department, reported on 9 September 2026.
The decision transfers 3,214 sanctioned engineering posts in 36 categories from the Central Public Works Department (CPWD) to the new Delhi PWD Engineering Cadre.
Delhi PWD had functioned as a zone of CPWD without an engineering cadre of its own since 1961; the demand had been pending for nearly 30 years.
Delhi Chief Minister Rekha Gupta called it a historic step, and the state government said the cadre would be in place within about a year and a half.
The cadre will handle a new Delhi Secretariat, mini-secretariats in all 11 districts, mandis, sports grounds, roads and bridges.

Inserted by the 69th Constitutional Amendment Act, 1991, it gives Delhi a Legislative Assembly and Council of Ministers, while keeping public order, police and land outside the Assembly's legislative competence - which is why Delhi's administrative structure repeatedly requires Central clearance.

A cadre is the organised strength of posts of a service, with fixed sanctioned numbers, grades and a defined controlling authority that handles recruitment, promotion, posting and discipline for all officers borne on it.
