The two-day International Literacy Day 2026 celebrations concluded with the ULLAS Mela in New Delhi, inaugurated by the Secretary, Department of School Education and Literacy, Shri T. K. Anil Kumar.
Exhibition stalls were set up by 28 participating States/UTs along with NCERT, NCTE and NIOS, highlighting the achievements of fully literate States/UTs.
NCERT Director Prof. Dinesh Prasad Saklani stressed financial, legal, digital and electoral literacy and suggested a credit-and-incentive architecture letting students earn credit points for helping others become literate.

The basic reading, writing and arithmetic competence that ULLAS aims to give non-literate persons aged 15 and above.
A scheme funded jointly by the Centre and the states in a fixed ratio and implemented by state governments - ULLAS splits Rs 700 crore central and Rs 337.90 crore state.
