Rural Development Minister Shivraj Singh Chouhan launched the Operational Guidelines for DILRMP 3.0 at Krishi Bhawan on 10 September 2026.
DILRMP 3.0 is a Central Sector Scheme with an outlay of ₹565.50 crore for 2026–2031, 100% centrally funded and released in performance-linked phases through PFMS.
Its core is a GIS-based 'Land Stack': State Land Stacks, linked through APIs, federate into a National Land Stack that joins cadastral maps, Records of Rights, registrations and court cases.
Every land parcel gets a 14-digit Bhu-Aadhaar (ULPIN), and 75 high-footfall Sub-Registrar Offices become Registration Seva Kendras modelled on Passport Seva Kendras.
Earlier phases digitised 99.90% of Records of Rights and 97% of cadastral maps and computerised 99% of Sub-Registrar Offices.
One interoperable view of land data.
Key: Layers georeferenced cadastral maps, RoRs, registrations and court matters; State stacks built via APIs form a federated National Land Stack.
An unambiguous identity for every parcel, to curb fraud.
Key: 14-digit alphanumeric ID generated from the parcel's geo-coordinates; introduced in 2021 under DILRMP; Budget 2024-25 proposed it for all rural land.
