CIC launches AppCoMS 2.0 portal for RTI second appeals and complaints

•The Central Information Commission launched AppCoMS 2.0, an upgraded Appeal and Complaint Management System, on 17 August 2026; it was launched by Chief Information Commissioner Sh. Raj Kumar Goyal.
•The portal handles Second Appeals and Complaints under the Right to Information Act, 2005, end to end - registration, scheduling of hearings, and issuance and uploading of decisions. AppCoMS was first introduced by the Commission in September 2016.
•New features include user accounts for applicants, Central Public Information Officers and other stakeholders linked to email and mobile number, access to case timelines and documents, and the use of Digital Signature Certificates for signing and issuing notices and orders.

Exercise MAITREE-XV: Indian Army contingent departs for India-Thailand drill

•The Indian Army contingent departed on 17 August 2026 for Thailand for MAITREE-XV, the 15th edition of the India-Thailand joint military exercise.
•The exercise runs from 18 to 31 August 2026 at Vibhavadi Rangsit Camp, Surat Thani, Thailand; the previous edition was held at the Foreign Training Node, Umroi, Meghalaya, in September 2025.
•Each side fields 85 personnel - India represented primarily by troops of 9 Gorkha Rifles and Thailand by the 3rd Battalion, 25th Infantry Brigade, 5th Division - for company-level training in jungle and semi-urban terrain.

MoD leases two MQ-9B Sea Guardian HALE drones for Navy at Rs 1,943 crore

•The Ministry of Defence signed a contract with General Atomics Aeronautical Systems, Inc. (GA-ASI) to lease two MQ-9B Sea Guardian High-Altitude Long-Endurance (HALE) Remotely Piloted Aircraft Systems for the Indian Navy for 30 months.
•The contract is valued at approximately Rs 1,943 crore and was signed on 17 August 2026 at Kartavya Bhawan-2, New Delhi, in the presence of Additional Secretary & Director General (Acquisition), Department of Defence, Shri A. Anbarasu.
•The systems carry advanced sensors and payloads and are meant to strengthen the Navy's Maritime Domain Awareness through persistent Intelligence, Surveillance and Reconnaissance coverage across the Indian Ocean Region.

ECI launches Electoral Literacy Clubs 2.0 on ECINet; CEC addresses Patna conference

•The Election Commission of India launched Electoral Literacy Clubs 2.0 at a conference on 'Electoral Literacy Clubs and ECINet' at Gyan Bhawan, Patna, addressed by Chief Election Commissioner Gyanesh Kumar.
•ELC 2.0 recasts the clubs as structured, digitally enabled and year-round platforms in schools, colleges and universities, running on a dedicated ELC portal within the ECINet digital platform; a new logo and the tagline 'Learn Democracy. Lead Democracy.' were unveiled.
•The CEC also met Booth Level Officers at the Rajgir International Convention Centre, Nalanda, during a two-day Bihar visit on 16-17 August 2026 that included field visits in Madhubani, Vaishali and Nalanda.

SEED scheme for De-notified, Nomadic and Semi-Nomadic communities: four components, one board

•The Ministry of Social Justice and Empowerment set out its welfare architecture for De-notified, Nomadic and Semi-Nomadic (DNT/NT/SNT) communities, delivered through the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities (DWBDNC).
•The Board implements the Scheme for Economic Empowerment of DNTs (SEED), which has four components - free coaching for competitive examinations, health insurance, community-level livelihood initiatives and financial assistance for house construction.
•The release traces the institutional chain: the National Commission for De-notified, Nomadic and Semi-Nomadic Tribes was constituted in January 2015 and reported in December 2017, and the DWBDNC was set up in February 2019 on its recommendations.

SMILE scheme: 12,710 rehabilitated from begging, 23 Garima Grehs across 17 States/UTs

•The Ministry of Social Justice and Empowerment set out the progress of SMILE - Support for Marginalized Individuals for Livelihood and Enterprise - its umbrella Central Sector Scheme covering persons engaged in begging and transgender persons.
•Under the begging sub-scheme, 42,589 persons have been identified or surveyed and 12,710 rehabilitated, as recorded on the SMILE-BEGGARY portal; the sub-scheme was launched on 12 February 2022 with the stated goal of a 'BhikshaVritti Mukt Bharat'.
•For transgender persons, 23 Garima Grehs operate across 17 States/UTs and have rehabilitated 1,041 persons over the last three years; 33,303 identity cards have been issued through the National Portal for Transgender Persons.

Rajasthan gets 2.89 lakh PMAY-G houses worth Rs 3,473 crore; eligibility rules eased

•At a state-level PMAY-G event at Baran, Rajasthan, the Union Minister for Agriculture & Farmers Welfare and Rural Development handed the Chief Minister a sanction for 2,89,355 rural houses with a project outlay of Rs 3,473 crore.
•A further Rs 340.59 crore was released for agricultural development initiatives and the Pradhan Mantri Rashtriya Krishi Vikas Yojana.
•Three eligibility relaxations were set out: households owning a two-wheeler are no longer excluded, the women's income ceiling rises from Rs 10,000 to Rs 15,000 a month, and small farmers with up to 5 acres unirrigated or 2.5 acres irrigated land qualify.

BRICS 2026: India chairs environment, ICT and youth tracks ahead of New Delhi Summit

Qatar-India postal remittance on PosTransfer powered by UPI goes live

•A postal remittance corridor from Qatar to India, built on PosTransfer powered by UPI, became operational at Qatar Post outlets on 15 August 2026.
•It was built by Qatar Post, India Post, the Universal Postal Union's Interconnection Platform (UPU-IP) and NPCI International Payments Limited (NIPL).
•A sender walks into a Qatar Post outlet, supplies the recipient's UPI ID and identification details, and the money is credited instantly to the recipient's UPI-enabled bank account in India.

NICDIT apex meeting reviews 20 industrial corridor projects; BHAVYA draws 87 State proposals

•Union Finance Minister Nirmala Sitharaman chaired the 3rd meeting of the Apex Monitoring Authority of the National Industrial Corridor Development and Implementation Trust (NICDIT) in New Delhi on 17 August 2026.
•The National Industrial Corridor Development Programme now covers 20 approved projects across 13 States and 7 industrial corridors, with four industrial smart cities — Dholera, Shendra-Bidkin, Greater Noida and Vikram Udyogpuri — in the production stage.

•India launched its first-ever Guide to Grasslands and Other Open Natural Ecosystems (ONEs) of India on 17 August 2026 at the 17th Conference of the Parties to the UN Convention to Combat Desertification, held in Ulaanbaatar, Mongolia.
•The Guide documents India's grasslands, savannas, deserts, scrublands, ravines, rocky plateaus and coastal open ecosystems, with thematic sections on pastoralism, fire ecology and carbon sequestration.
•It was published by the Ashoka Trust for Research in Ecology and the Environment (ATREE) under the aegis of the Ministry of Environment, Forest and Climate Change, with IUCN, the Centre of Excellence on Sustainable Land Management, ICFRE and ISRO's Space Applications Centre.

ECMS crosses 106 approved projects worth Rs 69,548 crore; 38 plants in production

•The Ministry of Electronics and Information Technology approved 31 more proposals under the Electronics Components Manufacturing Scheme (ECMS) on 17 August 2026, taking the cumulative total to 106 approved projects.

•A PIB Backgrounder issued on 17 August 2026 decodes the UDISE+ 2025-26 report on Indian school education, which covers 14.67 lakh schools, 1.03 crore teachers and 24.72 crore enrolled students.
