White Revolution 2.0, launched by the Ministry of Cooperation on 19 September 2024, aims to raise dairy-cooperative milk procurement by 50% over five years, reaching 1,007 lakh kg/day by 2028-29.
It envisages 75,000 new Dairy Cooperative Societies (DCSs) and strengthening of 46,422 existing ones; 24,097 new DCS have been formed and 31,394 existing ones strengthened so far.
Financial assistance flows through the revised National Programme for Dairy Development (NPDD): ₹6,695.22 lakh released of ₹9,877.63 lakh sanctioned Central share (as on 15.07.2026).

Operation Flood (1970-1996), India's original 'White Revolution', was run by the NDDB under Dr Verghese Kurien using the three-tier 'Anand Pattern' — village Dairy Cooperative Societies feeding District Milk Unions, federated into State Cooperative Milk Federations (the model behind brands like Amul) — to make India the world's largest milk producer. White Revolution 2.0, launched by the newly created Ministry of Cooperation in September 2024, extends this cooperative model into villages still uncovered and strengthens weaker existing societies, targeting a 50% rise in cooperative milk procurement by 2028-29.
Simple Analogy: If Operation Flood built the original dairy-cooperative pyramid, White Revolution 2.0 is extending its base into villages the pyramid never reached, and reinforcing the parts that have weakened.
