The World's Largest Grain Storage Plan in Cooperative Sector, approved 31 May 2023, builds warehouses, custom hiring centres, processing units and Fair Price Shops at the level of individual PACS.
1,015 storage projects have been approved nationally; 313 godowns are fully constructed and 203 more are under construction.
Gujarat leads with 275 projects approved, followed by Rajasthan (201) and Andhra Pradesh (117, all completed).
The plan is implemented by converging four existing central schemes — AIF, AMI, SMAM and PMFME — rather than through a fresh standalone budget.
Information was given by Union Home Minister and Minister of Cooperation Amit Shah in a written Rajya Sabha reply.

Statutory corporation financing and promoting cooperative development, including agri-infrastructure projects under the Grain Storage Plan
Approved on 31 May 2023, the plan builds decentralised storage and allied infrastructure — warehouses, custom hiring centres, processing units and Fair Price Shops — at the level of individual PACS across the country, rather than through large centralised godowns. It works by converging four existing Central schemes (AIF, AMI, SMAM, PMFME), so each type of PACS-level infrastructure draws on the scheme designed for that purpose, without a new standalone budget line.
Simple Analogy: Instead of building a few giant central warehouses, the plan builds thousands of smaller ones right where the grain is grown — at the village-level PACS — using money already earmarked for farm infrastructure, mechanisation and food processing.
The same PACS network being digitised under the ERP-based National Software is where this storage infrastructure is being built
PACS-level decentralised storage supplements FCI's larger centralised godowns, cutting post-harvest losses closer to the farm
