Direct cash transfers to women have become one of the dominant instruments of state-level welfare politics in India, with several states running comparable monthly assistance schemes. The design choices in Delhi's version are what make it examinable: an income ceiling rather than universal coverage, an upper age limit of 60 that keeps it distinct from old-age pension, and an exclusion for women with more than three living children, which attaches a population-policy condition to a welfare entitlement. The requirement of a recommendation letter from an MP or MLA is also unusual for a rule-based entitlement and has drawn attention, since it introduces a discretionary step into what is otherwise a documentary eligibility test.

Delhi has run several targeted welfare programmes for women and girls in recent years, and the Lakshmi Yojana is the largest of them by outlay. The Rs 5,110 crore provision in the 2026-27 Budget makes it one of the single biggest line items of the state's social sector spending. Because the transfer is monthly and delivered directly into bank accounts, the scheme depends on the same Aadhaar-linked Direct Benefit Transfer architecture used for central schemes, which is why Aadhaar and a Delhi Voter ID are both required at registration.
