SBSTTA is the scientific advisory body of the Convention on Biological Diversity.
It provides assessments and recommendations to the Conference of the Parties to the Convention.
The Convention on Biological Diversity was opened for signature at the 1992 Earth Summit in Rio de Janeiro.
Its current global targets are set by the Kunming-Montreal Global Biodiversity Framework.
Multilateral environmental treaties usually separate the scientific assessment of a problem from the political negotiation of what to do about it. A subsidiary body such as SBSTTA is composed of technical experts nominated by member states, and its task is to review the evidence and prepare recommendations. Those recommendations then go to the Conference of the Parties, the political decision-making organ where states negotiate and adopt decisions. The arrangement is intended to ensure that negotiators argue over policy on a shared factual basis rather than disputing the science itself, and it is why the technical meetings precede the COP in the treaty calendar.
