Tribal habitations are typically small, dispersed and remote, which makes conventional day schooling fail in a specific way: a village may have too few children of a given age to justify a full secondary school with subject teachers and laboratories, and the nearest such school may be too far to reach daily. The residential model answers that by pooling students across a wide catchment into one fully equipped campus, so that quality does not have to be replicated in every hamlet. That is why the EMRS specification is stated in physical terms - 15 acres, 480 students, Classes VI to XII, separate hostels, science and computer laboratories, staff quarters - because the model only works if the campus is genuinely self-contained and staff live on site. It also explains why staffing is the binding constraint and why recruitment happens through a dedicated national examination, the ESSE, rather than State cadres: a residential school in a remote block needs its full complement of subject teachers or the model collapses back into what it replaced.
