The reform's logic is about network economics rather than fee levels. Under the earlier system, a container train operator bought permission to run on particular route categories, which meant its rolling stock could be committed to corridors where demand had shifted away while it lacked permission on corridors where cargo was moving. Container logistics depends on being able to reposition equipment freely, so route-linked licensing worked directly against the efficiency of the asset. A single All India Licence removes that constraint and lets operators follow demand across the network. The zero-fee 20-year extension, conditional on satisfactory performance, is the second notable feature: it lengthens the effective planning horizon to forty years, which matters for investments in rakes and terminals that take decades to pay back. The wider policy context is the effort to raise rail's share of India's freight movement relative to road.
