Nasha Mukt Bharat Abhiyaan was launched on 15 August 2020 in 272 identified vulnerable districts and expanded to all districts of the country from August 2023.
The campaign has sensitised more than 29.05 crore people, including over 11.05 crore youth and 7.81 crore women.
Under the National Action Plan for Drug Demand Reduction, the Ministry supports 145 District De-Addiction Centres, 344 Integrated Rehabilitation Centres for Addicts, 76 Outreach and Drop-In Centres, 45 Community-Based Peer-Led Intervention centres and 155 Addiction Treatment Facilities.
A National Toll-Free De-Addiction Helpline on 14446 provides counselling, guidance and referral; it has received more than 4.6 lakh calls.
In Jammu and Kashmir the network comprises one IRCA, six District De-Addiction Centres and 21 Addiction Treatment Facilities.
Drug policy has two distinct arms and they sit with different ministries, which is exactly the distinction exams test. Supply reduction means interdiction - stopping cultivation, manufacture, trafficking and sale - and is the work of law-enforcement agencies under the Ministry of Home Affairs, operating through the Narcotic Drugs and Psychotropic Substances Act. Demand reduction means reducing the number of people who want the substance in the first place, through prevention, awareness, treatment and rehabilitation, and it is the mandate of the Ministry of Social Justice and Empowerment through the National Action Plan for Drug Demand Reduction. Nasha Mukt Bharat Abhiyaan is the awareness and community-mobilisation face of the demand side; NAPDDR is the funding scheme that supports the physical facilities behind it. The five facility types form a deliberate ladder rather than duplicates: Community-Based Peer-Led Intervention centres work with vulnerable adolescents before dependence sets in; Outreach and Drop-In Centres offer low-threshold contact for people still using; Addiction Treatment Facilities provide medical treatment in hospital settings; Integrated Rehabilitation Centres for Addicts offer longer residential rehabilitation; and District De-Addiction Centres integrate these into a single district-level system.
Simple Analogy: Supply reduction tries to shut the tap; demand reduction tries to make fewer people reach for the glass.
