A baseline survey conducted in July 2022 recorded the condition of the state's schools at the start of the reform period: 8,000 schools lacked boundary walls, 3,200 lacked functional toilets, and about 4 lakh children were sitting on bare floors. Those figures matter for interpreting the ranking, because they identify what the improvement consisted of. The first phase of the effort addressed physical infrastructure — boundary walls, sanitation, furniture and classroom equipment — across 19,125 schools. Only once those basic conditions were in place did learning-outcome measures such as Class III proficiency and NEET-UG qualification numbers begin to move, which is the sequence the state has presented in explaining its rise from 27th in 2020 to 1st in 2026.

The scale of the movement — 27th to 1st over six years — is what makes this exam-relevant, since large rank changes are the kind of fact that appears in objective papers. Two specifics are worth carrying separately. Punjab reported 882 government school students qualifying for NEET-UG in 2026 against 80 in 2021, an eleven-fold rise the state attributed to the Punjab Academic Coaching for Excellence (PACE) initiative, which addresses the coaching gap that usually separates government school students from private ones in competitive entrance examinations. And Punjab became the first Indian state to introduce Artificial Intelligence as a core subject from Class I through Class XII — a curricular first that is likely to be tested on its own.
