The Ministry of New and Renewable Energy is preparing a Production Linked Incentive scheme for polysilicon manufacturing.
MNRE Secretary Santosh Kumar Sarangi announced the plan at a Confederation of Indian Industry event on 7 August 2026.
The proposed scheme is expected to support more than 10 GW of polysilicon capacity.
India has more than 213 GW of solar module capacity and around 32 GW of cell capacity, but relies entirely on imports for polysilicon.
The size, structure and financial incentive of the scheme have not been disclosed.
Solar photovoltaic manufacturing runs through five stages. Polysilicon, high-purity silicon produced by a chemical and refining process, is the starting point. It is melted and formed into solid blocks called ingots. Ingots are sliced into thin wafers. Wafers are processed into solar cells that convert sunlight into electricity. Cells are then assembled into modules, the finished panels. The first three stages — polysilicon, ingots and wafers — form the upstream segment, while cells and modules constitute the downstream segment. India's manufacturing has expanded rapidly at the downstream end while remaining weak upstream, which is the gap the proposed scheme targets.
Simple Analogy: It is the difference between owning bakeries and owning flour mills. India can bake at enormous scale but still imports every sack of flour.
