India's relevance here is its constitutional experiment in local government. The 73rd and 74th Constitutional Amendments of 1992 reserved not less than one-third of all seats and of chairperson posts in panchayats and municipalities for women, and a majority of states have since raised that to fifty per cent. The result is over a million elected women representatives in local bodies - the largest such cohort anywhere. More recently, the Constitution (One Hundred and Sixth Amendment) Act, 2023, known as the Nari Shakti Vandan Adhiniyam, provides for reserving one-third of seats in the Lok Sabha and state legislative assemblies for women, to take effect after a delimitation exercise following the next census. That combination - a long track record at the local level and a legislated commitment at the national level - is what makes India a peer-learning destination rather than a donor in this exchange, which is the defining feature of South-South cooperation.
