India's annual fish production rose from 147.25 lakh tonnes in 2020-21 to 197.75 lakh tonnes in 2024-25.

Bycatch is everything a net catches that the fisher was not targeting — juvenile fish, non-commercial species, turtles, rays. In Indian marine fisheries it runs at roughly 20 to 40% depending on the gear and craft, and the ecological damage is disproportionate to the volume because much of it consists of juveniles removed before they can breed. That is why the response is engineering rather than regulation alone. A square-mesh cod-end in a trawl net keeps its openings open under tension, so undersized fish escape instead of being funnelled to the back; the 35 mm specification Karnataka promotes sets the size below which a fish passes through. A Turtle Excluder Device is a grid fitted inside the net that deflects large animals out through an escape opening while shrimp pass on to the collecting bag. Both work by changing what the net physically cannot hold.

Under the United Nations Convention on the Law of the Sea, a coastal state's Exclusive Economic Zone extends up to 200 nautical miles from its baseline. Within it the state has sovereign rights over exploring, exploiting, conserving and managing natural resources — living and non-living — in the water, on the seabed and beneath it. It is not sovereignty over the water itself: other states retain freedom of navigation and overflight through an EEZ. This distinction is why fish stock assessments are framed in EEZ terms — the stocks India can manage are those within that zone, and the 135 assessed stocks in the CMFRI report refer to that area rather than to the high seas beyond it.
