An Indian census is designed to be synchronous: the entire country is counted with reference to a single moment, so that the population figure describes one instant rather than a moving target. The 1872 census, India's first, was conducted non-synchronously in different parts of the country, and it was from 1881 that decennial synchronous censuses began. But synchrony is impossible everywhere. In snow-bound Himalayan areas — Ladakh, parts of Jammu & Kashmir, Himachal Pradesh and Uttarakhand — the reference period for the rest of India falls in late winter, when passes are closed, households have moved to lower altitudes and enumerators cannot physically reach settlements. These are therefore designated non-synchronous areas and counted earlier, in the preceding autumn, with their own reference date. That is what the Gazette notification of 3 August 2026 does: it fixes 1 to 30 September 2026 for population enumeration in these areas, followed by a revisional round from 1 to 5 October to capture births, deaths and movement since the main count. The census also runs in two distinct phases everywhere — first the Houselisting and Housing Census, which records buildings, households and their amenities and produces the frame for the second phase, and then Population Enumeration, which counts people. The genuinely new element this cycle is self-enumeration: for the first time, respondents may fill their own details through an online web portal rather than waiting for an enumerator, with a dedicated window from 17 to 31 August 2026 for the non-synchronous areas.
Simple Analogy: It is like taking a group photograph: everyone should be captured in a single frame, but the people who cannot be present that day are photographed earlier and their picture is merged in.
