The Government proposed a Rs 10,000-crore Container Manufacturing Assistance Scheme (CMAS) to build domestic production of shipping containers.
The outlay is spread over five years, with the Ministry of Ports, Shipping and Waterways as the nodal ministry.
It targets annual domestic capacity of up to 7.5 lakh Twenty-foot Equivalent Units (TEUs).
That target is around ten times existing container production capacity.
It provides capital assistance for greenfield units, support for brownfield expansion, operational support, and funding for testing infrastructure and skilling.
A TEU is the standard unit for measuring container volume, equal to one twenty-foot shipping container. It exists because containers come in different lengths — a forty-foot container counts as two TEUs — and port throughput, ship capacity and manufacturing output all need a common yardstick. Standardisation is in fact the entire point of containerisation: because every container has agreed dimensions and fittings, the same box can move from ship to rail to truck without its contents being unpacked, which is what made modern global logistics economically possible.
