The Access Pass is a free digital pass issued through the ReALCRaft portal allowing fishing in India's Exclusive Economic Zone beyond 12 nautical miles.
It is issued under the Sustainable Harnessing of Fisheries in the Exclusive Economic Zone Rules, 2025, notified on 4 November 2025.
A total of 9,650 Access Passes have been issued as on 5 August 2026, led by Karnataka with 2,563 and Gujarat with 2,524.
Traditional non-motorised and small artisanal craft are fully exempted; the pass is required for mechanised vessels and large motorised boats over 24 metres.
Fish caught by Indian vessels in the EEZ or High Seas has been made duty-free through amendments to the Customs Act, 1962, following the Union Budget 2026-27 announcement.
The geography and the law line up neatly here. Under the 1982 UN Convention on the Law of the Sea, a coastal State's territorial sea extends 12 nautical miles from the baseline, a contiguous zone to 24 nautical miles, and an Exclusive Economic Zone to 200 nautical miles, within which the State has sovereign rights over living and non-living resources. India gave effect to this through the Territorial Waters, Continental Shelf, Exclusive Economic Zone and Other Maritime Zones Act, 1976. The constitutional split follows the same line: Entry 21 of the State List places 'fisheries' with the States, while Entry 57 of the Union List gives the Union 'fishing and fisheries beyond territorial waters'. So the waters out to 12 nautical miles are regulated by coastal States under their own Marine Fishing Regulation Acts, which typically reserve the near-shore band of 5 to 10 kilometres exclusively for artisanal and non-mechanised craft. Beyond 12 nautical miles, the Union governs — which is why the EEZ Rules, 2025 and the Access Pass are central instruments, and why they apply only to mechanised vessels and large motorised boats over 24 metres while leaving traditional craft, which fish inshore anyway, wholly exempt.
Simple Analogy: Think of two concentric rings around the coast: the inner 12-mile ring is the State's to police, the ring beyond it out to 200 miles is the Union's — and the Access Pass is the ticket for entering the outer ring.
