The 16-18 window is chosen deliberately: it is the point at which girls in disadvantaged districts are most likely to leave education, and once that exit happens, re-entry into either schooling or formal work becomes far harder. Offering a vocational pathway at that moment intercepts the drop-off rather than trying to reverse it later. The focus on aspirational districts — those identified as lagging on development indicators — concentrates the effort where the gap between male and female economic participation tends to be widest. The mandatory Holistic Development Module addresses a familiar failure of skilling programmes: a trainee may acquire a technical skill yet be unable to open a bank account, negotiate a wage or navigate a job application. Financial and digital literacy are what convert a certificate into an income.
