This is one of the defining federal disputes heading into the next electoral cycle, and it is squarely on the UPSC syllabus as a fiscal-and-political federalism question. Two points deserve care. First, the resolution is a demand on the Union government, not a legal bar — a state assembly resolution expresses the state's position but cannot by itself constrain a national delimitation exercise, which would require constitutional amendment to alter. Second, the women's reservation demand is tied to the freeze: by asking that the 33 per cent quota be computed on the existing 543 constituencies, Tamil Nadu is trying to decouple the reservation's implementation from the delimitation timetable, so that one does not become the reason to delay the other. The thin attendance at the preparatory meeting — 19 to 20 of 57 MPs, with absentees from both the DMK and the AIADMK — indicates the issue is not producing the united state front the resolution implies.
