Article 214 of the Constitution provides that there shall be a High Court for each state, and Article 231 allows a common High Court for two or more states. The Constitution does not itself fix where a High Court must sit. In practice the principal seat is specified when the court is constituted — typically through the reorganisation legislation creating the state — and changing it involves the state government, the High Court itself and central concurrence, rather than a constitutional amendment. That is why a shift of this kind proceeds through cabinet decisions, land transfers and judicial orders instead of legislation in Parliament.
