Throughput is a flow measure, not a capacity measure — it records what was actually moved, which is why bottlenecks such as level crossings matter: they cap what a port can move regardless of the berths and cranes available.
Simple Analogy: The width of a road tells you its capacity; the number of vehicles that actually passed tells you its throughput.
