Chhattisgarh signed two Memorandums of Understanding at Raipur on 20 August 2026 - one with BISAG-N and one with National Logistics Data Services Ltd - to deepen its use of geospatial technology and logistics analytics under PM GatiShakti.
The MoUs were signed at the PM GatiShakti and LEADS 2025 Dissemination Workshop, jointly organised by the state's Department of Commerce and Industries and the Department for Promotion of Industry and Internal Trade.
Chhattisgarh has integrated more than 35 state departments onto the PM GatiShakti platform and mapped 41 mandatory data layers plus more than 600 additional layers.
The state has built 45 practical use cases and 30 analytical tools, applying GIS mapping to road accident black spots, villages without banking services and bus routes under the Mukhyamantri Gramin Parivahan Yojana.

PM GatiShakti, launched on 13 October 2021, is not a construction programme - it is a planning platform. Every infrastructure ministry and every participating state loads its assets and plans onto a common Geographic Information System as map layers: roads, rail lines, ports, airports, power lines, pipelines, forest boundaries, land records, industrial parks. Because everything sits on one map, a project can be checked against every other layer before it is approved, which is how the plan is meant to prevent the classic Indian failure of a newly built road being dug up months later for a pipeline. Project proposals are appraised by the Network Planning Group under DPIIT against that map.

LEADS is DPIIT's annual assessment of logistics performance across Indian states and Union Territories, first published in 2018. Rather than ranking every state on one list, it groups them into comparable categories - coastal states, landlocked states, North-Eastern states and Union Territories - so that a landlocked state is not judged against one with a port. States are then placed in performance bands using a mix of perception survey data from logistics users and objective indicators on infrastructure, services and the regulatory environment. Chhattisgarh, a landlocked state, was recognised as a high performer in its group in the LEADS 2025 assessment.
