The BRICS Youth Ministers' Meeting, organised by the Department of Youth Affairs under the Ministry of Youth Affairs and Sports, concluded at Visakhapatnam on Saturday, 22 August 2026, presided over by Union Minister Dr Mansukh Mandaviya with MoS Raksha Nikhil Khadse and Secretary (Youth Affairs) Sunil Paliwal.
The meeting adopted a Joint Statement covering education, training and skills; youth entrepreneurship; science, technology and innovation; social and cultural participation, social work and volunteering; poverty, hunger and inequality; health and sports; youth, environment and sustainability; interfaith youth dialogue; youth exchange; and youth inclusion.
It capped the BRICS youth engagements under India's 2026 chairship, following the BRICS Youth Summit and BRICS Youth Council Meeting held at Gandhinagar, Gujarat, on 19-20 August 2026; delegates joined an 'Ek Ped Maa Ke Naam' plantation drive and visited the Thotlakonda Buddhist monastery, and Mandaviya held bilateral meetings with his South African and UAE counterparts.
Thotlakonda sits on a hill about 128 metres above sea level near Bheemunipatnam, roughly 15 km from Visakhapatnam in Andhra Pradesh, overlooking the Bay of Bengal. It was spotted during an Indian Navy aerial survey for a proposed naval base, and excavated by the Andhra Pradesh State Archaeology Department between 1988 and 1993. The excavations established a Hinayana Buddhist establishment whose peak lay between the 2nd century BCE and the 2nd century CE, sustained by brisk Roman maritime trade and outbound religious missions. Finds include Satavahana and Roman silver coins, terracotta tiles, stucco pieces, miniature stone stupas, Buddha footprints, inscribed chhatra fragments, beads and bangles, and twelve Brahmi inscriptions. At its height the monastery may have housed more than a hundred bhikkhus, with storage for food, clothing and medicine - a religious and academic centre rather than a mere shrine. Hinayana, the 'lesser vehicle', is the older tradition surviving today as Theravada; it venerates the Buddha through symbols such as the stupa, the footprint and the empty throne rather than through images, in contrast to the image-worshipping Mahayana that later dominated in the same Andhra coast at sites like Amaravati and Nagarjunakonda.
Simple Analogy: Think of it as a residential university on a sea-facing hill: the stupa is the chapel, the viharas are the hostels, the refectory and storerooms are the mess - and the Roman coins in the debris are the receipts showing who the visitors were.
Autonomous body approved by the Union Cabinet on 11 October 2023 and launched by the Prime Minister on 31 October 2023 - Rashtriya Ekta Diwas, Sardar Vallabhbhai Patel's birth anniversary - at Kartavya Path. It is a technology-driven one-stop platform for youth volunteering, learning, leadership and civic engagement, connecting rural, urban and 'rurban' youth. The Minister told the meeting that over 25 million youth are registered on it.
Nehru Yuva Kendras were set up in 1972 to give rural youth a route into nation-building; NYKS was constituted in 1987-88 as an autonomous organisation under the Ministry of Youth Affairs and Sports to oversee them. It is described as the largest grassroots youth organisation of its kind in the world, present in 623 districts, with about 8.5 million youth enrolled through roughly 3.01 lakh youth clubs and mahila mandals.

Visakhapatnam is the largest city of Andhra Pradesh and the headquarters of the Eastern Naval Command of the Indian Navy. It has the only natural harbour on India's east coast and one of the country's major ports, and the oldest shipyard in India. The Dolphin's Nose, a rocky headland between Yarada and Gangavaram rising 174 metres and carrying a lighthouse, shelters the harbour and the naval command. Thotlakonda lies on a hill about 15 km away towards Bheemunipatnam. The BRICS youth track ran across two states this month - Gandhinagar in Gujarat for the Youth Summit and Youth Council on 19-20 August, Visakhapatnam in Andhra Pradesh for the Ministers' Meeting on 22 August.
Thotlakonda belongs with Bavikonda, Salihundam, Amaravati and Nagarjunakonda in a coastal Buddhist belt that grew on Satavahana patronage and Indo-Roman trade - a recurring art-and-culture theme.
Satavahana and Roman coins at the site are the standard evidence cited for the Roman trade link with peninsular India in the early centuries of the Common Era.
The youth track is one of several sectoral tracks - alongside science and technology, industry and finance - that feed outcome documents into the leaders' summit.
