The four short-code helplines were launched on 28 July 2026 by Chief Minister Suvendu Adhikari during a visit to the state police headquarters, as a dedicated channel for citizens to report extortion, syndicate operations and illegal collections without having to approach a police station in person. Calls are received between 10 am and 8 pm and are recorded automatically so that each complaint can be tracked. The same announcement carried a wider policing package: recruitment of one lakh police personnel, induction of about 14,000 trained constables before Durga Puja, a proposal to the Union Home Ministry for modernising roughly 250 police stations, an increase in the police ration allowance from Rs 1,500 to Rs 2,000 from October, and the creation of a State Investigation Agency modelled on the National Investigation Agency. Less than a month later the Union Home Minister used his Siliguri visit to assess how the numbers were functioning as a channel between citizens and the authorities, and said action would follow on complaints registered through them.

Extortion and 'syndicate' control over the supply of construction material have been a long-running law-and-order complaint in West Bengal, and illegal collections at road points are a recurring grievance of transporters. A dedicated toll-free short code with recorded calls shifts the reporting burden away from the local police station, where a complainant may fear the very network being reported.
