Assam Chief Minister Himanta Biswa Sarma said on 23 August 2026, National Space Day, that the state is in the final stage of selecting a private-sector partner for AssamSAT.
AssamSAT is planned as India's first state-owned Earth observation satellite system.
It is being procured under the DBLOTT model: Design, Build, Launch, Operate, Train and Transfer.
Planned uses include agriculture, disaster management, infrastructure planning, border surveillance and police operations.
The project is being taken forward with IN-SPACe, ISRO and NSIL, and was announced in the Assam budget for 2025-26.
Under DBLOTT the private partner does not merely sell the state a satellite or its imagery. It designs and builds the spacecraft, arranges the launch, operates it in the early phase, trains state government personnel to run it, and then transfers ownership and operations to the state. The state ends up owning an operating asset and the skills to use it, instead of remaining a subscriber to somebody else's data feed. That is the difference the Chief Minister pointed to when he described the project as moving Assam from being a user of satellite-based information to an active participant in the space technology ecosystem.
Simple Analogy: It is the difference between hiring a taxi whenever you need one and having a firm build you a car, drive it for a season, teach your staff to drive and maintain it, and then hand over the keys.
