The Election Commission of India held its third regional conference on 'Electoral Literacy Clubs (ELC 2.0) and ECINET' at Chennai on 27 August 2026, attended by students and teachers from schools, colleges and universities across Tamil Nadu and Puducherry, with Chief Election Commissioner Gyanesh Kumar saying the students of today are the torchbearers of democracy tomorrow.
ELC 2.0, carrying the tagline 'Learn Democracy. Earlier the same day the CEC interacted with over 500 Booth Level Officers of Tamil Nadu, crediting them with the smooth Special Intensive Revision of the State's electoral rolls and with the highest-ever turnout in the recently concluded Tamil Nadu Assembly elections, at 4.93 crore votes polled and 86.03 per cent turnout.

It was launched at the India International Conference on Democracy and Election Management (IICDEM) 2026, held at Bharat Mandapam, New Delhi from 21 to 23 January 2026, and is available in the 22 scheduled languages besides English.

The parliamentary law contemplated by Article 324(2). It creates a two-stage process, a Search Committee that shortlists names and a Selection Committee comprising the Prime Minister, a Union Cabinet Minister and the Leader of the Opposition in the Lok Sabha or the leader of the largest opposition party, which recommends to the President. The CEC and ECs hold office for six years or until the age of 65, whichever is earlier, and are not eligible for re-appointment.

Lowered the voting age from 21 to 18, creating the very cohort of first-time voters that Electoral Literacy Clubs and National Voters' Day target.
ECINet follows the same design logic as India's other digital public goods, replacing dozens of siloed applications with one front end, and is a ready example for GS Paper 2 questions on technology in governance.
The 2023 CEC and ECs Act was passed after the Supreme Court ruled on the appointment process, and the composition of the Selection Committee remains the most contested aspect, a standing Mains theme.
The chain this release implicitly describes runs Chief Electoral Officer to District Election Officer to Electoral Registration Officer to Booth Level Officer, and questions frequently ask who appoints whom in it.
