Meghalaya launched the CM-IMPACT Read and Rise Meghalaya programme on 26 August 2026 at the Assembly Annexe Hall in Shillong.
CM-IMPACT stands for Chief Minister's Initiative for Maximising Pass Achievement and Classroom Triumph; Read and Rise is its foundational-literacy component, also called the Universal Reading Readiness Mission.
The mission's target is that every child in the state can read and write confidently by the age of seven, with a three-month reading target set for older children who have fallen behind.
Chief Minister Conrad K Sangma launched the programme with Education Minister Lahkmen Rymbui as guest of honour.
A Teacher Training Guide for Universal Reading Readiness Across Meghalaya, published by GREENAMMO and sponsored by the state Education Department, was released at the event.
