Uttar Pradesh has completed physical demarcation of the Ganga floodplain zone over a 700-km stretch running from Unnao to Ballia across 13 districts.
The boundary was marked on the ground with 7,350 pillars, and the status was placed before the National Green Tribunal in August 2026.
The Chief Engineer of the state Irrigation and Water Resource Department filed the status affidavit before a bench comprising Chairperson Justice Prakash Shrivastava and expert member Afroz Ahmad.
Floodplain delineation has also been completed for tributaries including the Yamuna, Ramganga, Betwa, Suvav, Tedhi, Budhi Ganga, Solani and Khokhri, and remains in progress for the Kali, Varuna, Hindon, Pandu and Noon.
Physical demarcation is used to monitor and act against unauthorised construction and encroachment in river-adjacent land.
A floodplain is the low-lying land beside a river channel that the river occupies during high flows. It is not spare land: it stores flood water, recharges groundwater and carries the river's ecology. Building on it does two kinds of damage - the structures are themselves at risk, and by narrowing the channel's spill area they push flood levels higher elsewhere. Floodplain zoning is the regulatory answer, but it only bites once the boundary exists physically. Until a line is fixed on the ground with survey pillars, enforcement against encroachment is an argument about where the floodplain lies; afterwards it is a question of which side of the pillar a structure stands on.
Simple Analogy: Zoning without demarcation is a no-parking rule with no painted line - everybody disputes where the space begins.
