The Bishkek summit was framed around the SCO's 25th anniversary. Beyond the Bishkek Declaration itself, the Council of Heads of State cleared more than 20 decisions and statements covering security, trade and technology. Two of them were institutional: the leaders approved arrangements for a Universal Centre for Countering Security Challenges and Threats to SCO Member States, and for the Executive Committee of the SCO Anti-Narcotics Centre. Both consolidate a security architecture that until now rested largely on the Regional Anti-Terrorist Structure at Tashkent. A cooperation programme for a Green Technology Corridor covering 2026 to 2030 was also approved. The declaration condemned terrorism in all its forms and rejected what the member states described as double standards in fighting terrorist, separatist and extremist organisations - language India has pressed for at successive summits. The decision to amend the charter and admit English as an official and working language matters practically as well as symbolically: until Bishkek, SCO documents were authentic only in Russian and Chinese, which limited the participation of India and other non-Slavic, non-Sinophone members.

India uses the SCO for three things that are hard to get elsewhere: a multilateral platform where its counter-terrorism language binds Pakistan and China as signatories, access to Central Asian connectivity, and a forum in which it is neither a junior partner nor an outlier. At Bishkek, Prime Minister Modi restated India's agenda as three pillars - Security, Connectivity and Opportunity - and argued that these must move from declaratory statements to measurable outcomes. He called for dismantling the entire ecosystem of terrorism, naming financing, recruitment, radicalisation and safe havens, and repeated that there can be no double standards in the fight. The admission of English as an official language is a concrete Indian gain after years of advocacy, including by External Affairs Minister S. Jaishankar. India has also consistently declined to endorse China's Belt and Road Initiative in SCO documents, a divergence that recurs at every summit and is a favourite examination angle on the limits of SCO consensus.
