Indian Railways approved Kavach Version 4.0 on the remaining sections covering 712 route kilometres (Rkm) of Moradabad Division, Northern Railway, at a cost of Rs 170 crore.
An 11 km bypass line between the Adra end and Joychandipahar on South Eastern Railway was sanctioned at Rs 272 crore; it is part of the Energy, Mineral and Cement Corridor and is expected to carry an additional 8.88 MTPA of traffic.
Electronic Interlocking was approved at 21 stations of Samastipur Division, East Central Railway, at Rs 233 crore, replacing the existing Panel Interlocking and enabling Kavach.
The Bhavnagar Para yard remodelling in Gujarat was sanctioned at about Rs 125 crore to decongest Bhavnagar Terminus, taking the four same-day sanctions to roughly Rs 800 crore.
Kavach is India's own Automatic Train Protection system, originally developed under the name Train Collision Avoidance System (TCAS). It was developed by the Research Designs and Standards Organisation (RDSO) together with three Indian firms - Medha Servo Drives, HBL Power Systems and Kernex Microsystems. Field trials of the first version were held in 2015-16, the specification was formalised in 2017, SIL-4 safety certification was obtained in 2019 and Kavach was adopted as the national ATP system of Indian Railways in 2020. It works through two-way radio communication between trackside towers at stations and equipment on the locomotive, with RFID tags laid along the track and at stations telling the loco equipment exactly where the train is. If the loco pilot passes a signal at danger, over-speeds or fails to brake, Kavach applies the brakes itself. Version 4.0, approved by RDSO on 16 July 2024, adds better location accuracy, better signal-aspect information in large yards, a station-to-station Kavach interface over optical fibre cable and a direct interface to existing Electronic Interlocking - which is why the Samastipur EI sanction is described as supporting Kavach.
Simple Analogy: Think of it as cruise control with a conscience: the driver still drives, but the system continuously knows the speed limit and the signal ahead, and takes the brake pedal away from the driver the moment the train is about to break a rule.

The Adra bypass is designed around BCCL's coking coal movement from the Jharia belt - the same coalfield whose subsidence and fire problem is addressed by the Jharia Master Plan, reviewed separately by the Ministry of Coal on 1 September 2026.
