Union Rural Development Minister Shri Shivraj Singh Chouhan reviewed the Watershed Development Component of the Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) on 1 September 2026, framing it around the goal of a 'Drought-Free India for Developed India'.
Under WDC-PMKSY 2.0, 1,220 projects covering 52.93 lakh hectares have been sanctioned at a total cost of Rs 12,404 crore, of which the central share is Rs 8,134 crore and Rs 6,955.75 crore (85%) has been released.
Reported outcomes include 1.24 lakh water harvesting structures built or rejuvenated, protective irrigation over an additional 3.08 lakh hectares, 28.50 lakh farmers benefited and 2.85 crore man-days of employment generated; the Minister asked that states be judged on land reclamation, water availability, cropping intensity and farmer livelihood rather than on expenditure.
'Har Khet Ko Pani' and 'Per Drop More Crop' - extend assured irrigation to more cultivable area and raise on-farm water use efficiency.

A watershed is all the land that drains to a single common point - a stream, a pond, a river reach. Treating one means working downwards from the ridge: first slow the water where it falls on the upper slopes using contour trenches, bunds and afforestation; then hold it midway in percolation tanks, check dams and nullah works; and only then use it in the fields below. Done in that order, rainfall that would have run off carrying topsoil with it instead soaks into the ground, recharges wells and lets a rainfed field carry a second crop - which is exactly what the review reports for about 1.40 lakh hectares. Reversing the order, by building structures in the valley while the ridge still sheds water and silt, is the classic failure of watershed work. This is why watershed schemes are measured in hectares treated and structures built rather than in canals dug: they are soil and groundwater programmes as much as irrigation ones, and their beneficiary is the rainfed farmer whom canal irrigation never reaches. WDC-PMKSY 2.0 extends the same logic upward to springsheds - the recharge zone that feeds a mountain spring. NITI Aayog pressed for its inclusion after Himalayan states reported that roughly half of India's estimated four to five million springs had dried or weakened, and the programme now trains para-hydrogeologists and has identified 2,641 springs for rejuvenation across 90 districts in 15 States and UTs.
Simple Analogy: Treating a watershed ridge-first is like repairing a leaking roof from the top down. Fix the ridge and the rooms below stay dry; start in the rooms with buckets and you will be catching the same leak next monsoon.
