The Ministry of Railways has prioritised manufacture of 238 air-conditioned EMU rakes for the Mumbai suburban network through its three coach production units, to match rolling stock availability with infrastructure being commissioned under the Mumbai Urban Transport Project (MUTP).
The indicative production programme splits the order as 120 rakes at Integral Coach Factory (ICF) Chennai, 71 at Rail Coach Factory (RCF) Kapurthala and 47 at Modern Coach Factory (MCF) Raebareli; the Railway Board cleared procurement on existing, proven RDSO/ICF specifications to speed up manufacture.
Supply is planned to begin in 2027 and the full sanctioned quantity is to be completed by 2030, closing the gap between commissioned infrastructure and rolling stock induction.

An EMU is a self-propelled electric train in which traction motors are distributed under several coaches of the rake instead of being concentrated in a separate locomotive at one end. Because power is spread along the train, an EMU accelerates and brakes far faster than a locomotive-hauled train and can be driven from either end without turning around, which is why every dense suburban system uses EMUs. A MEMU (Mainline EMU) is the same idea built for longer inter-city runs, while a trainset such as Vande Bharat is a premium distributed-power EMU with higher speed and on-board amenities. An AC EMU is simply an EMU with fully air-conditioned, sealed-door coaches, the direction Mumbai's suburban fleet is moving in.
Simple Analogy: A locomotive-hauled train is one strong horse pulling many carts; an EMU is every cart having its own small motor, so the whole train starts and stops together much more quickly.
Operated by Central Railway and Western Railway, it is one of the world's most heavily used suburban systems; MUTP exists specifically to decongest it, and MRVC is the special-purpose vehicle created to deliver the rail works.
MUTP is a standard example of layered external funding: the World Bank financed the earlier phases and the AIIB lent for MUTP-3, making it useful for questions on which multilateral bank funds which Indian project.
Coach units (ICF Chennai, RCF Kapurthala, MCF Raebareli) are frequently confused with locomotive and wheel units such as Chittaranjan Locomotive Works in West Bengal, Banaras Locomotive Works in Varanasi and the Rail Wheel Factory in Bengaluru. Examiners test the unit-to-location pairing directly.
Adopting existing RDSO/ICF specifications instead of a new design is a procurement shortcut used to compress delivery timelines, the same logic behind scaling Vande Bharat production across multiple units rather than a single factory.
