The Global Digital Capacity Building Alliance (GDCBA), an initiative of the Capacity Building Commission (CBC), completed six months on 20 August 2026; it was launched on 20 February 2026 at the India AI Impact Summit in New Delhi.
In six months the Alliance has extended engagement across 10 countries including Brazil, Sri Lanka and Mauritius, with over 250 public officials participating, and has drawn institutional partners such as the Gates Foundation, the World Bank, NCGG, RIS, UNICEF, the Commonwealth, ADBI, ORF, Apolitical and Nalanda University.
GDCBA is built on the experience of Mission Karmayogi and has four goals: strengthening institutional capability, supporting evidence-informed capacity-building decisions, building a global community of practice for governance, and creating a repository of implementation knowledge. An annual Summit and a State of Capacity Building Report are planned.
Shift civil services training from rule-based to role-based and competency-based learning, with a whole-of-government approach

Training upgrades an individual official's skills. Capacity building, as Mission Karmayogi frames it, works one level up: it builds the frameworks, institutions and platforms that let officials keep learning and performing, through competency frameworks that define what each role needs, a shared digital learning platform, and a whole-of-government approach so that learning is not siloed by department. GDCBA exports this distinction. Its argument is that an official's capacity is shaped not only by courses attended but by the wider learning, institutional and digital ecosystem they work inside, which is why the Alliance's partners include multilateral banks, foundations, training institutes and think tanks rather than only trainers.
Simple Analogy: Training is teaching one driver to drive better. Capacity building is also laying the roads, writing the traffic rules and setting up the driving schools, so every future driver starts better than the last.
GDCBA explicitly draws in the DPI ecosystem; India's DPI diplomacy, offering identity and payment stacks to partner countries, is the template GDCBA applies to governance capability.
The early partner countries named (Brazil, Sri Lanka, Mauritius) and partners like RIS and NCGG place GDCBA squarely in India's development-partnership toolkit rather than in conventional diplomacy.
The competency-based, role-based training idea that Mission Karmayogi operationalised traces back to long-standing administrative reform recommendations on civil service training and specialisation.
GDCBA sits alongside the India AI Impact Summit and India's BRICS Presidency as instruments through which India is offering domestic governance models as global public goods.
