Raksha Mantri Rajnath Singh and Japan's Minister of Defense Shinjiro Koizumi held the Japan-India Defence Ministers' Meeting in New Delhi on 20 August 2026 and signed a Memorandum of Arrangement on Maritime Security Cooperation between the two defence ministries.
The Memorandum frames cooperation between the Japan Maritime Self-Defense Force and the Indian Navy, including information sharing on Maritime Domain Awareness, search and rescue, and humanitarian assistance and disaster relief.
The two sides agreed to explore joint development in naval shipbuilding and design, to use India's production capacity under Make in India, and to conclude a ship repair arrangement providing reciprocal repair facilities.
The shipborne UNICORN integrated communications antenna system was described as the first defence equipment transfer project between the two countries; DRDO and Japan's ATLA will deepen R&D cooperation and a Defence Industry Forum is to be convened.

Maritime Domain Awareness means having an accurate, continuously updated picture of everything moving on, under and over a stretch of sea — who the vessel is, where it came from, whether its transponder matches its behaviour. No single navy can build that picture across the Indo-Pacific alone, which is why the operative content of maritime security agreements is usually information sharing rather than force deployment: each side contributes the part of the picture its own sensors and coastal radar chains can see. Sea Lines of Communication are the sea routes along which trade and, in wartime, military supply actually travel. They are not lines on the water so much as chokepoint-to-chokepoint corridors, and their vulnerability is concentrated at the narrows. India's energy imports and Japan's imports both transit the same corridors through the Indian Ocean and the South China Sea, which gives the two countries an unusually direct shared stake — this is why the joint statement ties SLOC protection to port access, maintenance and repair facilities, and short-notice exercises rather than to declarations alone.
Simple Analogy: MDA is air traffic control for the sea, assembled from many countries' radars because no one country's radar reaches far enough. A SLOC is the sea's equivalent of a trunk highway — and like a highway, it is only as secure as its narrowest bridge.

The statement's shipbuilding language runs in one specific direction — Japan's design and technological expertise applied to India's production capacity — which is the co-production model the Prime Minister also urged on Japanese industry when Koizumi called on him.
The two sides agreed to pursue cooperation with India's integrated theatre commands once established, making this one of the first bilateral documents to write the still-pending Indian reform into a foreign partner's planning.
Japan's post-war framework long limited defence equipment transfers. The joint statement records India welcoming Japan's recent review of that framework, which is precisely what makes the UNICORN transfer possible as a first case.
